Subcontract Administrator. MK-Ferguson of Oak Ridge Company, under
contract with Department of Energy (DOE) Contractor, Lockheed Martin,
has environmental construction management responsibilities at the
Paducah Gaseous Diffusion Plant (PGDP) in Paducah, Kentucky. There is
an anticipated need for the design and installation of a groundwater
remediation project at the Plant to initiate hydraulic plume control to
decrease the migration of contaminants. These contaminants are
primarily trichloroethene (TCE), but potential for 1, 1-dichloroethene
(1,1-DCE) exist as well. The work consists of installation of an
extraction well field to include characterization borings, extraction
wells, monitoring wells and piezometers, and associated equipment, and
installation of an individual treatment well and associated
piezometers. Design for this drilling portion of the scope of work will
be provided by MK-Ferguson. The successful offeror will also be
responsible to design and install an approximate one mile length of
pipeline between the extraction wells and the Plant perimeter. This
shall include a sand filter system (to be provided by others) and a
pumping station. The estimated period of performance is March 1996 to
September 1996. The magnitude of cost is less than $5 million. This
will be an evaluated procurement. Offerors must be capable of providing
documentation in their proposals of capability to use Dual-Wall Reverse
Circulation Drilling, or Sonic Drilling methods for the installation of
monitoring wells and capability to install wells up to 10 inches in
diameter with an annular space between the casing and borehole wall of
2 inches using a Barber rig. Drilling conditions at the PGDP consist
of tight loess with lenses of sand overlying a formation of sands,
gravel and cobbles locally referred to as the Regional Gravel Aquifer
(RGA). The RGA can be up to 60 feet thick. Maximum expected drilling
depth for this project is 150 feet. Offerors shall also be required to
provide wioth their proposals company qualifications, including
financial, bonding and insurance capabilities, management experience,
past OSHA violations, and environmental Notices of Violation; key
personnel, including proposed project manager, superintendent, health
and safety officer, hydrogeologist and design professional. In
addition, offerors will be required to provide examples of previous
designs and samples of geophysical logging and hydrogeologist's log
books. The Solicitation will detail all of the above requirements for
this evaluated procurement. Interested and qualified prospective
