58 -- MULTIFUNCTIONAL INFORMATION DISTRIBUTION SYSTEM (MIDS) FIGHTER DATA LINK (FDL) TERMINALS FOR USE IN THE AIR FORCE F-15 FIGHTER, SPARES AND THE PERFORMANCE OF ANCILLARY TASKS SOL N00039-96-R-0038(Q) POC L. Schneider, 0221, (703)602-0824. Synopsis No. 6. This sources sought synopsis defines the requirement for the qualification and production of approximately 500 Multifuctional Information Distribution System (MIDS) Fighter Data Link (FDL) terminals for use in the Air Force F-15 fighter, spares and the performance of ancillary tasks. The United States (US) Department of the Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM), in support of the Program Executive Officer for Space, Communications and Sensors (PEO-SCS), intends to issue a competitive Request for Proposal (RFP) for this requirement. Forty-five (45) days will be allowed for proposal submission. The MIDS FDL is an advanced data link system that provides information distribution, precise position location, and identification capabilities for military applications. MIDS FDL provides these capabilities through the use of a time division multiple access architecture, spread spectrum waveform, and embedded cryptographic features. The MIDS FDL terminal must be: (a) interoperable with the JTIDS Class 2/MIDS waveform, (b) compliant with the TADIL-J message standard, (c) compatible with the existing F-15/JTIDS interfaces and fit within the F-15, (d) transmit over a range of 150 nautical miles, (e) receive from a JTIDS Class 2 terminal at a range of up to 300 nautical miles, (f) provide a field (operational) reliability of 1000 hours mean time between critical failures, (g) provide 95% fault detection with a false alarm rate of no more than 5% using BIT features, and (h) meet MIDS architectural attributes. The Government intends to award multiple cost-sharing type contracts for a terminal qualification effort spanning approximately sixteen months, with a ceiling amount for the Government share. The contract will include options for license rights in technical data and computer software, and planning options for fixed-price pilot production (50 units each), fixed-price rate production (400- 450 units), plus a three-year Reliability Improvement Warranty (RIW), followed by Contractor Logistics Support (CLS) efforts. Atthe end of the qualification effort, contractors will be required to provide firm pricing for the pilot production and production options, which will be evaluated along with other contractor furnished technical data in order to select sources for pilot production and production. The Government may award two (2) contracts for the pilot production effort followed by award of one (1) contract for rate production. The Government may use terminal design maturity, qualification approach, past performance, manufacturing capability, willingness to provide rights in technical data and computer software, and soundness of internal systems engineering and quality processes as source selection criteria for the initial terminal qualification effort. The Government may base the subsequent source selection for exercise of pilot production and production options upon contractor demonstrated performance, the results of qualification tests, proposed price, and other factors. The Government plans to allow each contractor access to test facilities during the estimated sixteen-month terminal qualification effort. Upon successful contractor qualification, up to eight contractor furnished terminals and spares will be subjected to a seven-month Government-conducted qualification and operational test effort. Contractors will be REQUIRED to obtain a Communications Security (COMSEC) Endorsement from the National Security Agency and NTIA Frequency Spectrum Certification prior to initiating Government test. The Government may exercise pilot production options subsequent to successful completion of contractor terminal qualification testing, but prior to completion of Government test. The Government desires a three year Reliability Improvement Warranty after delivery, in which the offeror warrants terminal functional, environmental, reliability, and maintainability performance. Interested parties should submit a qualification package not to exceed ten (10) pages that clearly indicates: (a) experience in developing and producing systems similar to JTIDS or MIDS, (b) production capabilities sufficient to provide a cost effective production program, (c) capability in meeting the above-defined schedule, (d) capability and experience in performing Contractor Logistics Support for similar equipment, and (e) requirements for Government test facilities and Government Furnished Equipment desired during the sixteen-month terminal qalification effort if elected. Please submit two copies of this qualification package no later than fifteen (15) days from the date of this CBD synopsis. The Government will not pay for any information submitted. Detailed information pertaining to when the draft RFP will be made available, tentative plans to hold a Pre-Solicitation Conference, and when access to the JTIDS/MIDS libraries will be initiated will be available by calling the SPAWAR Bulletin Board System (BBS) O/A 8 November 1995. PLEASE CHECK THE BBS FOR UPDATED INFORMATION ON THE DRAFT RFP, LIBRARIES, AND PRE- SOLICITATION CONFERENCE. DO NOT CALL SPAWAR UNTIL AFTER 8 NOVEMBER 1995. Any delay in the availability of funding for this acquisition would postpone release of the formal RFP and its subsequent milestones. The draft RFP will be in Wordperfect 6.0 format. The file will be compressed by a shareware program, PKZIP 2.04G. The file name will be 96R0038.ZIP. To download this draft RFP, the interested parties will need, at a minimum, a PC or MAC with modem emulation software that supports VT100 or ANSI standard, a modem that operates between 300 bps - 14,400 bps, and 1.5 MEG free disk space. Interested offerors are required to supply the name and address of their company and a point of contact's name and phone number on the on-line questionnaire in order to be placed on the draft RFP's Bidders List. All firms must notify whether they are Large Business, Small Business, Small Disadvantaged Business, or 8(a) Set-aside. All others are requested to optionally provide answers to a questionnaire on electronic contracting. TELEPHONE INQUIRIES FOR THE DRAFT RFP WILL NOT BE HONORED. Interested parties who would like a copy of the draft RFP must access the bulletin board. The bulletin board will be available 24 hours a day, seven days a week, however, as demand may be heavy, it may be necessary to call repeatedly or during off hours.
