Brinson, purchasing agent, (301) 402-3342. This is a Notiace of Intent
announcing that the National Institutes of Health (NIH), National
Institute of Child Health and Human Development (NICHD) in Bethesda, MD
intends to place an order with Marina Zhornitskaya, 717 Monroe Street
#302, Rockville MD 20850, for ADP software development and related
hardware support services. Any response must be received in writing
within 15 calendar days from the published date of this notice,
reference QIX50502. The Contractor shall be responsible for the
development of software systems to aid intramural scientists in their
research and for proving aid with current computer related problems.
Duties shall include: 1) consultation with NICHD intramural scientists
to assure the best software is provided to perform the various types
of experiments (considering optimal time resolution and measuremnt
sensitivity) and working with experts in data digitizing providing a
reliable and efficient way of data processing using the software
developed; 2) developing a ''user friendly'' interface for NICHD's
existing digitizing and image processing software on existing personal
computers and providing assistance in data conversions between
different types of data formats, including development of appropriate
utilies when necessay; 3) providing assistance in installation of
network hardware and software in NICHD's laboratories, meeting with the
computer committees of various intramural laboratories advising them on
the best use of their existing hardware, and recommeding new hardware
and software options to accomplish their task; 4) installation and
support of PC and Macintosh operting systems, providing assistance in
the installation of PC and Macintosh hardware (extension cards,
additional RAM, hard drives, floppy and Bernoulli drives) and providing
assistance in installation and customization of PC and Macintosh
software; 5) providing assistance in resolving hardware and software
conflicts, recommendations on IBM PC memory management issues and
installation and customization of memory managing software; 6)
providing assistance in hardware and software troubleshooting; and, 7)
evaluation of software and recommending best software to perform
existing tasks. Te experience required is that of a professional
programmer with an advanced degree in mathematics. The Contractor shall
have experience programming in Assembler/370, PL/l, Fortran, JCL,
Tools, TSO, ISPF and PRIMUS. The Contractor shall be skilled in the
application of statistical methods to biology, have experience
programming control programs, and have network experience such as MVS
and VS/2. In addition, the Contractor shall provide monthly reports
concerning meetings with computer committees ofthe various intramural
laboratories and the status of projects to develop innovative computer
programs to aid scientists with individual experiments having complex
programming requirements. The period of performance shall be for a
total of five (5) years (the basic year, with four (4) consecutive one
(1) year optional periods). Concerns that respond to this notice shall
furnish concise responses directed specifically to the requirements
mentioned above. Sources demonstrating the capability to accomplish the
above shall supply pertinent information in sufficient detail to
demonstrate their ability to perform. Written responses shall also
include complete pricing information and a complete description of the
services to be provided, containing sufficient technical information
to permit agency analyis to establish a bona fide capability to meet
the stated requirements as listed above. Adequate detailed data by
