Sheila Riley, Point of Contact, 617-377-6983. The Government is seeking
sources for the production of the Deployable Mission Support Capability
(DMSC) for the Joint surveillance Target Attack Radar System (Joint
STARS). The DMSC Production contract will rely on two related efforts,
with a high degree of concurrency. The first effort is the on-going
development and production of the Transportable Mission Support System
(TMSS). The TMSS will provide in-the-field mission support for the JS
aircraft mission planning, database initialization and maintenance,
and post mission analysis. The second effort is the DMSC development,
which will develop an enhanced TMSS and merge it with an Air Force
Mission Support System (AFMSS), to provide a deployable and highly
automated mission support system for the JS aircraft. Grumman Melbourne
Systems (GMS) is developing and will produce TMSS under an ECP to the
existing Ground Support System (GSS) contract. GMS will also develop
the DMSC, again as an ECP to the GSS contract. It is the Government's
intent to contract for the DMSC systems to GMS under 10 USC 2304(c)(1)
as implemented by FAR 6.203-1, ''Only One Responsible Source''. The
DMSC Production contract will Initially, within the first year, product
TMSSs and then produce DMSCs from these TMSSs amd those delivered under
the GSS ECP. There is a high degree of concurrency in the
interrelationship of these efforts; the period of performance for the
development/production TMSS ECP is Jul 95 through Mar 97; the DMSC
development ECP, which will rely on the TMSS baseline, will be awarded
in 2Q FY96 with an estimated completion of 2Q FY98; and the planned
period of performance for the DMSC Production contract, which will rely
on the TMSS and DMSC development baselines, is 2Q FY97 through 2QFY99.
Interested firms should respond by indicating their capabilities to
meet the following criteria; a) possess or have the ability to obtain
a Secret level security clearance, b) experience in Client Server
technology and X Windows, and experience in FORTRAN, C, and ADA higher
order languages; c) experience in the development of large databse
systems; d) experience with producing software to be hosted on Digital
Equipment Coporation VAX and Alpha systems and Sun UNIX systems; e)
experience in the production of military deployable aircraft mission
support systems in transport cases; f) ability to perform baseline
control and accommodate changes, given concurrent development of the
TMSS and DMSC systems, potential JS aircraft software upgrades, and
AFMSS version updates, g) system level knowledge of the JS aircraft
architecture and functionality; h) detailed knowledge of the JS
aircraft software configuration items and database structures; i)
detailed knowledge of the TMSS architecture, software configuration
items and database structures; j) detailed knowledge of the DMSC
architecture, software, configuration items, and database structures;
k) detailed knowledge of AFMSS architectures and functionality; l)
experience in developing AFMSS Aircraft, Weapon, and Electronic (A/W/E)
modules. Firms should indicate whether they are a large or small
business and whether they qualify as socially or economically
disadvaantaged. This synopsis is for planning purposes only and does
not constitute an RFP, nor does its issuance restrict the Government as
to the ultimate acquision approach. The Government will solicit those
firms meeting the screening criteria in this synopsis. Interest firms
should submit a capabilities package to ESC/JSS Attn: Sheila Riley, 175
Vandenberg Drive, Hanscom AFB, MA 01731-2138 within 30 days of this
publication. An ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate offeror concerns, issues, disagreements and recommendations
to the appropriate government personnel. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.

at (617)377-5106. The Ombudsman should be contacted only with issues or
problems that have previously been brought to the attention of the
program manager and/or contracting officer and could not be
satisfactorily resolved at that level. Any offeror initially judged to
be unqualified will be provided a copy of the solicitation upon
request. Any offer submitted by such a firm will be evaluated without
prejudice. The Government anticipates the release of an FP for this
requirement in June 1996. Anticipated contract start date is 2Q FY97.
