Lewis, Contracting Officer, (202) 634-4448 DOE intends to solicit a proposal and negotiate with McPherson Environmental Resources, Inc., Elizabethton, TN for a sole source contract under the authority of FAR 6.302. McPherson is a woman-owned, small business. Currently, McPherson is involved in assisting the development and implementation of Defense Programs Pollution Prevention Program, both at Headquarters and in the nuclear weapons complex as a subcontractor to Systems Management Services, Inc., under Contract Number DE-AC01-93DP00249. While other Government and commericial entities have expertise in specific elements of pollution prevention, none have the combination of expertise in Defense Programs nuclear weapons complex and the continuity in training, benchmarking and operations. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed effort based upon this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement. (0304)
