R -- IDQ A/E CONTRACT FOR PREP. OF PLANS, SPECS, AND COST EST.; AND ENVIRONMENTAL SURVEYS, PLANS, AND STUDIES FOR VARIOUS ENVIRONMENTAL/CIVIL PROJECTS, MCRD, PARRIS ISLAND, SC SOL N62467-96-R-5082 Due 120495. POC Joseph Coward, 803-525-2880. This is an Indefinite Quantity Architect-Engineer contract. The total contract value will not exceed $400,000.00. The contract includes a base contract period of one (1) year with the possibility of one (1) one-year option. The initial project proposed is for clean closure of underground storage tanks at Building 140 and Building 895. As part of this contract, asbestos assessments may be required to determine the presence of asbestos. When asbestos is found, this contract will be and amended to require a comprehensive asbestos survey to include sampling and testing, and the preparation of plans and specifications showing the location of asbestos and specifying the procedure to be followed during construction an/or demolition to prevent release of airborne asbestos. Also, projects involving assessments, and disposals of other regulated and hazardous materials and wastes will be required. Firms unable to accept work which involves asbestos and other regulated and hazardous materials and wastes need not apply. Reviewing shop drawings, construction inspection, and/or preparation of operation and maintenance manuals may be required. Responses must be received not later than November 15, 1995. Any inquiries (including submission of SF255) should mention and show title, location, and contract number on the outside of the envelope. Architect-Engineer firms are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire; (2) a Standard Form 255, Questionnaire for Specific Project; and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement office are not required to resubmit this form. Firms responding to this announcement before the closing data will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements as listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms considered to be the most highly qualified to provide the services required will be chosen for interview. The Department of Defense policy for selection of Architect-Engineer firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary to the satisfactory performance of the professional services required, subject to the following additional considerations: (1) Qualifications and technical competence of the people assigned to do the work; (2) Recent experience of these people in an overall variety of environmental/civil skills in projects involving environmental surveys, plans, studies and preparation of contract documents; (3) Past performance on contracts with DOD agencies and private industries in terms of quality of work, cost control and compliance with performance schedule; (4) Quality assurance methods used during design, and environmental surveys, plans, studies; (5) Awards from all DOD agencies in Fiscal Years 1993, 1994, 1995 with the objective of trying to distribute contracts among all qualified firms including those that are minority-owned firms or have not had prior contracts; (6) Distance from the project; (7) Ability to accomplish various projects concurrently; and (8) Cost Control methods used during design and bidding record (Low Bid vs Estimate). Firms desiring to register for consideration for future projects administered by the procurement office are encouraged to submit annually a statement of qualifications and performance data, utilizing Standard Form 254, Architect-Engineer and Related Services Questionnaire.
