205-895-1161 (Site Code DACA87) The U.S. Army Engineer Division,
Huntsville, (USAEDH) intends to award a firm-fixed price order under
small purchase procedures for development of and instructional services
for Contracting Fundamentals (CON 101) and Government Contract Law (CON
201) refresher courses. One session of Contracting Fundamentals will be
held 22-26 January 1996 and one session of Government Contract Law (CON
201) will be held 19-23 February 1996, both at a site provided by the
contractor. The course length will be 40 hours (8 hours for 5
consecutive days), and 30 students will be attending each course. These
courses are required for lead negotiators of contracts and USAEDH
desires that all lead project managers (PM's) be able to act in this
capacity. These courses will assist the lead project managers in
successfully taking the Army Institute for Professional Development
(AIPD) equivalency tests that show they have sufficent knowledge to be
certified in these courses. The PM's are presently enrolled in the
Contracting Fundamental correspondence course. The contractor will not
be required to certify the USAEDH personnel. Responding firms shall
have a through working knowledge of the subject matter. The resume and
teaching history of each instructor shall be included as a part of
their proposal for review and approval. It is anticipated that the
Request for Quotation will be issued to potential quoters on or about
20 Nov 1995. The Standard Industrial Code (SIC) for this procurement is
8999. Copies of the Request for Quotation shall be obtained by written
request. Telephonic requests will not be honored. All responsible
sources may submit a quotation which shall be considered by the agency.
For purpose of this Request for Quotation, any concern whose gross
annual receipts over the past 3 years do not exceed an average of
$5,000,000 is considered a small business. Quoters must furnish
business size with written request (i.e., large business, small
