(aprox.) pre-fabricated office building. The Government will provide equipment and operator for the site work. This is not a request for proposal. The following are the criteria factors and relevant sub-factors that will be evaluated which need to be addressed in the proposal phase, step one: 1.0) Structural - 40%, 1.1 Integrity of structure relevant to plans and specifications 10%, 1.2 Adaptability of design to meet identified uses 10%, 1.3 Promotes energy efficiency 10%, 1.4 Exterior design and appearance blends in with existing historical structures 10%; 2.0) Floor Plan - 30%, 2.1 Floor layout meets key elements identified in plans and specifications 20%, 2.2 Innovative plan which utilizes space to the fullest extent 10%; 3.0) Construction Methods - 25%, 3.1 Methods and materials used are conducive to low long term building upkeep and maintenance costs 15%, 3.2 Design utilizes standard construction methods 10%; 4.0) Responsive to accomplish Repairs - 5%, 4.1 Warranty Period 3%, 4.2 Response time to repair defects 2%. After completion of the evaluation phase of step one, the government will evaluate proposals, and may conduct discussions; then proceed to step two of this Two Step process. White Sands National Monument is located in South Central New Mexico near Alamogordo, New Mexico. The total performance period is 60 days from date of notice to proceed. The solicitation will be full and open competition in accordance with PL100-656. The estimated price range is $250,000 to $500,000.
