Officer, 617-377-8357. A synopsis was published 2 October 1995
describing a project to assess the radar performance of each
operational E-3 AWACS aircraft in the US fleet. The United States Air
Force Electronic Systems Center intends to solicit a proposal and issue
a sole source contract to Westinghouse Electric Corporation, Baltimore,
MD to serve as the prime contractor and chief evaluator for the
Airborne Warning and Control System (AWACS) Radar Assessment Project.
Authorization to do so is contained in 10 U.S.C. 2304(c)(1). The
requirements of the original synopsis remain unchanged. Additional
requirements are added by this modification. ESC is seeking a source to
plan and execute a two-pronged, integrated approach intended to
increase the radar availability of the U.S. E-3 fleet beyond the year
2025. This increase will be derived by improving the reliability and
maintainability (R&M) of existing radar subsystems. The two-pronged
approach will a) assess the entire radar system of each operational E-3
AWACS aircraft as described in the original synopsis, to which is
added, b) study and prototype R&M improvements of existing radar
assemblies and subassemblies. There is no change to the original
(first) requirement for a radar assessment plan. The added second
portion of the requirement maintains that the Prime Contractor will
study and prototype specific E-3 radar assemblies, subassemblies
currently yielding low R&M. The Prime Contractor will study and
prototype R&M improvements for the beam Steering Drivers, the Power
Shifter Drive Unit Fuses - Self Resetting Circuit Breakers, the Six
Port Waveguide Switch, the Solid State Voltage Control Oscillator,
Solid State Floating Deck Pulser, Solid State RF Driver, Solid State
High Voltage Power Supply, and the New Stabilized Local Oscillator.
Despite the Air Forces intent to solicit only Westinghouse, any firm
that believes it can meet the above functions should respond to the
above address in writing within fifteen (15) days of this notice.
