Officer (202) 927-8820. The Bureau of Alcohol, Tobacco and Firearms
intends to purchase an X-Ray Powder Diffraction System to identify
explosives in bulk form and to analyze explosive decomposition products
in post-blast residues. The diffraction system must be a completely
integrated analysis system for X-ray powder diffraction combining a
high precision goniometer with high resolution optics, a high
efficiency 3KW generator, and accessories and services as specified,
while being compatible with the existing installation. Configuration of
Automated X-ray Powder Diffraction System: (1) High precision
goniometer must be operable in independent Theta mode and must have
programmable sample spinning for continuous rotations with revolutions
up to 120 per minute and step rotations; (2) Integrated high voltage
supply for X-ray tube; (3) Integrated Incident beam optics; (4)
Integrated diffracted beam optics; (5) Monchromator assembly for Cu
radiation; (6) Integrated Xe detector; (7) Integrated microprocessor;
(8) Long fine focus Cu X-ray tube; and (9) Sample changer: 20 position
magazine type sample changer, and 2 magazine for changer. Automated
data station: hardware must consist of CPU and all necessary
accessories; software operating system must be Microsoft Windows/DOS
compatible; capable of complete multiuser functions; basic data
collection capability; must have a search/match identification
capability; Profit fit and quantitative capability; and include both
JCPDS PDF-1 and PDF-2 licenses and databases, on CD-ROM and hard disk
as appropriate, set 1 thru current set. Accessories, installation,
training, documentation and warranty: (1) system shall be supplied with
Haskris water chiller - water to water recirculation; (2) system shall
be supplied with 18 low background (SiO2) sample mounts and holders;
(3) system shall include three powder holders, and three holders for
odd shape samples; (4) system shall be supplied with a powder
preparation tool; (5) installation of the system shall be provided; (6)
on-site application training (at least 1 day) shall be provided; (7)
instrument operation/software training (at least 4 days) for one person
shall be provided at a facility designated by ATF; (8) one year
warranty for new systems or new components for all systems and labor
shall be provided; (9) operators manuals, software manuals and all
other necessary documentation shall be provided with the system; (10)
shall supply a voltage regulator capable of stabilizing 240 Volt/40 Amp
line, (+1-% and /or -5%) of specified mains voltage at a rate of 0.12
seconds/1%. Compatibility for new and existing systems: All supplied
components must be operationally compatible, software compatible,
sample holder compatible and able to share spare parts with existing
Philips 1800 system. It is a goal of the ATF laboratory system that all
three labs use standard methods, procedures, and techniques in the
examination of explosives and bombing evidence, and be able to share
data and procedure files. All interested parties must submit a
technical proposal that includes price and demonstrates the capability
to meet all requirements. The proposal must be submitted in writing
within 15 calendar days from the date of this announcement. NO
