This effort is to be procured sole source from the PRIME system development contractor, Loral Systems Company, 300 North Halstead Street, Pasadena, CA 91109 under contract N61339-92-C-0128. Efforts shall include production of 60 M1A1 PRIME vehicle instrumentation kits, 30 M2/M3 PRIME vehicle instrumentation KITS and 4 M113 PRIME vehicle instrumentation kits, using the current configuration developed under the PRIME contract, to provide enhanced training, collect data, support after action review, and to provide test data for TF XXI AWE. Required period of performance is December 1995 through July 1996. Loral Systems Company is the only source for the PRIME system, and therefore, the only source capable of delivering TF XXI vehicle instrumentation kits. The Government does not have the descriptive documentation to convey the engineering performance characteristics or physical configuration of the PRIME vehicle instrumentation kits. The technical data/drawings are not currently available. Authority and Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. As the designer, developer, and manufacturer of the PRIME system, Loral Systems Company is the only source which possesses the necessary data, current design, production facilities, and expertise to deliver the vehicle kits.
