The ASC/RAJ, Wright-Patterson AFB, Ohio has a requirement for five Network Encryption Systems (NES) devices. Programs Managers from all organizations will require constant communication with their home offices in the Washington, DC area and across the country. ASC/RAJ has a requirement to provide adequate computer resources and scheduling software for its government personnel to use both on base and while on tdy. ASC/RAJ also has a requirement to transfer electronic information and e-mail at the SCI level with it prime contractor, Army, Navy and NSA offices. This system must be approved by NSA at the type 1 cryptographic level. ASC/RAJ is contemplating a sole source with Motorola in Scottsdale AZ as they are the only commercially available system approved by NSA at the type 1 cryptographic level data transmission device operating from personal computer to personal computer. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions and voice concerns before resorting to use of the Ombudsman.
