Highway Administration (FHWA) is seeking to form partnerships with
Computer Aided Design (CAD)/Roadway Design software vendors that will
result in the integration of FHWA's Interactive Highway Safety Design
Model (IHSDM) with the vendors' products. THIS IS NOT A NOTICE OF
AVAILABILITY OF A SOLICITATION AND WILL NOT RESULT IN AWARD OF A
CONTRACT, GRANT OR COOPERATIVE AGREEMENT, THE INTENDED RESULT OF THIS
NOTICE IS THE CREATION OF COOPERATIVE RESEARCH AND DEVELOPMENT
AGREEMENTS (CRADAS), AS DEFINED IN THE STEVENSON-WYDLER TECHNOLOGY
INNOVATION ACT OF 1980, which defines a CRADA as an agreement between
a Federal lab and a non-Federal party in which the Government provides
resources other than funds toward the conduct of specified research or
development efforts, and the non-Federal party provides funds,
personnel, services, or other resources toward the conduct of such
effort, consistent with the mission of the Government party. The
CRADA's will provide for sharing of information between FHWA and the
vendors during the research process to facilitate implementation of
IHSDM. IHSDM is a major, multi-year FHWA program, the goal of which is
to develop a systematic approach that will enable roadway designers to
assess the potential safety effects of specific geometric design
decisions. The IHSDM is envisioned as a series of interactive computer
programs (modules) that could be integrated into and accessed from
commercially-available CAD/Roadway Design packages. Several independent
research studies are underway to develop the IHSDM modules, including:
(1) Vehicle Dynamics Module, (2) Design Consistency Module, (3)
Accident Analysis Module, (4) Driver Performance Module, (5) Policy
Review Module, and (6) Traffic Assessment Module. FHWA will be
responsible for integrating the IHSDM modules into a single model. For
IHSDM to be truly useful, the product distribution must be widespread.
Since CAD/roadway design software will be the core of the model, the
best way to disseminate IHSDM is through the CAD products. FHWA's
vision is fo the CAD/design vendors to: (1) link the IHSDM to the
CAD/roadway design software, so that IHSDM can be accessed from within
the vendor's software, (2) promote the use of IHSDM by marketing IHSDM
as part of their product line, (3) advance the visualization
capabilities of IHSDM, and (4) provide input into the IHSDM development
process. FHWA's role in the development of IHSDM will include: (1)
overseeing and funding the development and integration of all six
modules, (2) providing knowledge/background of IHSDM to CAD vendors
through FHWA's Geometric Design Laboratory, and (3) facilitating
coordination between CAD vendors and IHSDM contractors. State DOTs will
be active participants in the development of the model, and widespread
use of IHSDM is expected as the software is incorporated into the
roadway design process. Interested vendors are invited to contact Mr.
