seeking an Architect/Engineer/Land - scape Architect/Surveying firm or
organization to perform an indefinite delivery indefinite quantity
contract for miscellaneous projects in the Cuyahoga Valley National
Recreation Area. Types of services required will include but not be
limited to: Title I Services - initial planning and data gathering, and
management information aids as the Government may direct; Title II
Services - preparation of working specifications, drawings,
construction documents, and cost estimates as may be required; and
Title III Services - including construction observation, site visits,
consultation, review of submittals and shop drawings, and preparation
of Operation and Maintenance manuals. Disciplines include architecture;
landscape architecture; civil and environmental site assessments and
wetlands assessments); and surveying to prepare architecture
engineering documents for work orders to be submitted in support of
requirements identified by delivery orders. The project types
anticipated may include site development plans; structural analysis of
buildings, bridges, retaining walls, dams, and historic canal
structures; river and streambank stabilization/erosion control;
drainage structures, secondary road, and parking area design; Level II
and/or Level III Environmental site Assessments (investigations to be
conducted per Secretarial Order 3127 and Part 602 Land Acquisition,
Chapter 2 - Hazardous Substances Determinations, Section 2.5 -
Requirements, Functions and Procedures; and Ohio Administrative Code
(OAC) 1301:7-9-13 (I)); determination of disposal requirements and
preparation of contract documents and cost estimates for disposal of
hazardous waste; and identification of, and sampling of, suspect
asbestos containing materials. The term of the contract is for a
one-year period from the date of contract award, with a Government
option to extend the period of performance for four additional one-year
periods. The Government is uncertain as to the number of delivery
orders that will be placed against the contract during the term of the
contract; however, a minimum of $5,000 in services is guaranteed for
the basic contract period. Services will be implemented through
individual delivery orders. The total for any delivery order shall not
exceed $100,000. The total of all delivery orders shall not exceed
$200,000 per fiscal year. The following criteria shall be used in the
evaluation of the prospective firms in descending order of importance:
1. Professional experience and qualifications of the firm and proposed
key personnel including specialized technical skills, project
coordination and management skills, and experience in working together
as a team for the performance of required services; 2. Specialized
experience and technical expertise applicable to the type of work
required as it pertains to park and recreation area design; 3. Capacity
to accomplish more than one project at a time within the desired time
schedule; 4. Past performance on contracts with Government agencies and
private industry in terms of cost control, quality of work, and
compliance with performance schedules; 5. Location in the general
geographical area of the park and knowledge of the locality of the
park, provided that application of this criterion leaves an appropriate
number of qualified firms; 6. Familiarity with the use of CAD and GIS
technology (Autocad and Arc/Info; latest versions); 7. Adequacy of
facilities for performance of the work including those necessary to
provide specialized services that may be required; 8. Availability of
additional contractor personnel or consultants to support expansion or
acceleration of the project; 9. Demonstrated success in prescribing
the use of recovered materials and achieving waste reduction and energy
efficiency in facility design; and 10. Volume and nature of present
workload as it relates to the ability to perform the work required. The
Standard Industrial Classification (SIC) Code is 8712. A/E firms which
meet the requirements described in this announcement are invited to
submit a letter of interest and completed Standard Forms 254 for each
