Architect-Engineer (A-E) Services Contract will be awarded by the
United States Property and Fiscal Office for New York to a qualified
A-E or consulting engineering firm to perform the design of a new
Composite Operations Training Facility for the 174th Fighter Wing Air
National Guard Base at Hancock Field, Syracuse, New York. The new
facility is anticipated to be 26,300 square feet. The project will also
include relocation and realignment of the main base entry. The object
of this project is a facility of excellence in terms of meeting the
functional and optimal energy conservation and economics. The new
facility shall be architecturally consistent with the base master plan.
The building should include the utilization of a new technology for
heating and cooling systems that may include ground source heat pumps
and/or other types of thermal storage. The project will also include
the demolition of several buildings on base. The buildings to be
demolished have asbestos insulation. The project will need the services
of a soils engineer in addition to the traditional architect and
engineering services. The estimated construction dollar range for the
project is between 1 (one) and 5 (five) million dollars. Selection of
the A-E Services is not based upon the competitive bidding procedure,
but rather upon the professional qualifications necessary for the
satisfactory performance of the services required, subject to the
following additional considerations. Significant evaluation factors for
the A-E selected are listed in order of importance: 1. Professional
required services; 2. Specialized experience and technical competence
in designing similar types of facilities; 3. Capacity to accomplish the
required work on an accelerated schedule, workload; 4. Geographical
location of firm in relation to the project site (Syracuse, New York);
5. Past performance on Department of Defense contracts, particularly
in terms of cost control, quality of work, and compliance with
performance schedules; and 6. Volume of work (to be identified in SF
254, Block 9, ``direct Federal Contract Work'') awarded to the firm by
all DOD agencies within the past 12 months. The Standard Industrial
Classification Code is 8712. The applicable small business size
standard including affiliates is $2.5 million. Architect-Engineering
firms meeting the requirements described in this announcement and
