F42610-95-R-20256 has been delayed and will not be released at this
time. Instead, the Air Force will be releasing a ''Solicitation for
Planning Purposes'' as identified in FAR 52.215-3, which will be used
to collect information and cost estimate ROMs pertaining to the
procurement of replacement automatic test systems (ATS) for existing
Pendulous Integrating Gyro Accelerometer (PIGA) test stations used at
the Aerospace Guidance and Metrology Center (AGMC) at Newark AFB, OH.
This is not a request for competitive proposals. The Solicitation for
Planning Purposes will request information from industry pertaining to
the feasibility of employing commercial test equipment as the
automatic test equipment (ATE) componment of the PIGA test stations to
be procured. Utilization of commercial test equipment will be
predicated upon the requirements for utilization of a commercial tester
as specified in DoD 5000.XXX (Draft version), dated 18 OCT 95. This
allows an exception to using a designated ATS Family which is that
commercial testers, that are not part of a designated ATS Family, may
be used for depot and factory acceptance testing when four conditions
are met: 1) the tester meets the commercial item definition of Section
8001, Public Law 103-355, the Federal Acquisition Streamlining Act; 2)
the service has no plans for fielding the tester, 3) the tester meets
established definitions for critical elements and interfaces; and, 4)
the commercial tester provides a more cost beneficial solution on a
life cycle basis than an ATS Family Tester. Critical decision factors
relating to the use of a commercial tester will include the ability to
meet all existing depot testing requirements and an ability to provide
a life cycle cost for the proposed test station. No telephone or fax
requests acceptable. Only written requests received directly from the
requestor are acceptable. Interested sources should request a copy in
writing from the procurement point of contact identified below.
