The Office of Naval Research seeks offers from small businesses to provide financial analysis, procurement, and administrative support services in support of the research and development Submarine Security Program. Support will include maintaining an in-house Program financial database, analyzing financial information to include obligations, expenditure, performance (STARS) developing financial documentation to support program execution for external and internal review, developing procurement documentation, facilitate processing contract actions, and administrative support services to include preparing correspondence and travel orders, transmitting security clearances and distributing mail to include local courier service. Personnel SECRET clearances are required. Previous acquisition was 100% small business set-aside. SIC code 8741 applies with size standard not-to-exceed $5 million average annual receipts over 3-year period. Small businesses with necessary experience within size standard are encouraged to provide concise description of company's (a) Understanding and experience with R&D project financial analysis and R&D contracting, (b) Familiarity and understanding of Navy Comptroller budget defense exhibits and R&D funding, (c) Depth and breadth of staff financial analysis support experience, and (d) List of customers receiving like management/administrative support within last two years to include agency, point of contact, description of support, and phone number.
