determine the existence of sources capable of providing the necessary
services, personnel, facilities, and materials (excpet for those
materials to be provided by the US Army CECOM or by the gaining command
during fieldings) for preparing and conducting New Equipment Training
Team (NET) missions worldwide and personnel to provide NET Action
Officer services. The proposed acquisition is a 100% small business
set-aside. This solicitation will be released on the CECOM Electronic
Bulletin Board. The draft SOW will be released on or about 15 November
1995. This notice is not a request for bids or proposals. Interested
sources shall respond with company name, address and phone number, via
the Electronic Bulletin Board (EBB) to provide electronic transmittal
of Request for Proposals (RFPs) and Invitation for Bids (IFBs) from
Government to Industry. As of 1 Jan 95 hard copies of the solicitation
will no longer be distributed. All interested parties wishing to do
business with CECOM are invited to access, operate, send and receive
data from the CECOM EBB system. To become a user of the EBB you will
need an identification code and password in addition to a computer
terminal equipped with the necessary hardware and software to interface
with the EBB syste. This hardware and software required includes a
computer, modem, telephone line, communication software, word
processing software a printer. If one intends to print downloaded files
(after decompressing) a fast, high resolution printer is advantegeous.
The EBB itself is an IM4BM compatible computer running commercial
bulletin board software. The EBB is equipped with Hayes Ultra 14.4 baud
modems that are capable of supporting other Hayes compatible 14,400
baud or lower modems. User's computer must be equipped with a Hayes
compatible 14.4 (or slower) modem. (Baud rates less than 2400 are not
recommeded). The EBB runs on MS-DOS Operating System Software. The
majority of files will be created and stored in the EBB in Microsoft's
Word for Windows format since this is the standard CECOM word
processing software. If a file is not in Word for Windows format,
thefile will be in Rich Test Format or ASCII format - a format capable
of being imported into Word for Windows. While not required, a 17''
Super VGA monitor will better accomodate on screen viewing of certain
solicitation documents. Detailed information regarding system
requirements is contained in the US Army CECOM EBB User's Manual. A
User's Manual, Identification Code and Password will be issued upon
request. All requests must include 1) Company Name, 2) point(s) of
contact name(s), and title(s), 3) return address(es), and 4) telephone
