(601) 631-7906 (Site Code CW38) Three contracts will be awarded as a
result of this announcement. Work will be accomplished under an
Indefinite Delivery Contract NTE $1,000,000, by the issuance of
individual delivery orders. Perform all work necessary for performing
various cultural resources investigations within the Vicksburg
District. The evaluation will be composed of two phases. In phase I
evaluation, a competitive range will be established based on the
ranking of the proposals. Negotiations may be conducted with all firms
in the competitive range and revised proposals requested. In the
second phase the proposals in the competitive range will again be
evaluated based on Phase II criteria. PHASE I EVALUATION CRITERIA IN
DESCENDING ORDER OF IMPORTANCE, IS AS FOLLOWS: 1. Past Experience and
Technical Expertise: Subcriteria - a, b, c and d being of equal
importance: (a) Contractor's ability to meet cultural resource contract
requirements and familiarity with Federal and State laws and
regulations; (b) Contractor's demonstrated ability to produce quality
reports; (c) Contractor's experience in all types of cultural resources
investigations; and (d) Contractor's experience in Southeastern
prehistory and history, and knowledge in methods and theory of American
Archaeology. 2. Personnel: (a) Contractor must have at his/her disposal
competent and appropriate personnel to implement all phases of cultural
resources studies; (b) Contractor must have at his/her disposal
personnel with demonstrated ability to conduct or have conducted any
types of specialized studies that may be required. 3. Equipment: (a)
Contractor must demonstrate the accessibility of all types of equipment
necessary to perform the required services; (b) Contractor must have
the ability to provide laboratory facilities for the washing, storage,
analysis and cataloging of recovered materials and for other related
work; (c) Contractor must possess adequate curational facilities or
demonstrate that arrangements have been made with a qualified
institution equipped with proper space, facilities, and personnel for
the curation, storage and maintenance of the recovered data and
materials. PHASE II EVALUAION IN DESCENDING ORDER OF IMPORTANCE: 1.
Past experience and technical expertise. 2. Personnel and equipment.
Price Proposal: Price will not be a scored factor, but will be
evaluated as to reasonableness and affordability in both Phase I and
Phase II. If approved, four (4) option years may be included in each
resulting solicitation. Pricing for additional optional years is
required. One RFP will be issued, however, three contracts may be
awarded, and one contractor may not be awarded more than one contract.
Award will be based on a combination of technical score and evaluation
of cost which has been determined reasonable. This is not a request for
