(304)529-5620 1. CONTRACT INFORMATION: Architect-Engineer (A-E)
services are required for various types of Civil Works projects located
in the Huntington District geographical area. An indefinite delivery
contract will be negotiated and awarded with a base period of one year
and an option period of one year. Individual, fixed-price delivery
orders will not exceed $150,000 and the annual ceiling for the base
year and the option year is $750,000. The contract is anticipated to be
awarded in January 1996. A-E services will include the reconnaissance,
feasibility and final design, layout, preparation of design
computations, contract drawings, specifications and estimates. This
work will require expertise in residential and commerical
floodproofing, residential and commercial buildings, bridges, roads,
bank protection/channel improvement, portions of navigation (locks and
dam) projects, portions of flood control dams, portions of local
protection, sanitary and water projects, and recreation. Disciplines
include, but are not limited to Civil Engineers, Structural Engineers,
Mechanical Engineers, Electrical Engineers, Sanitary Engineers,
Architects, Specification Writers, Estimators, Engineering Technicians
and Draftsmen/CADD Operators. Drawings must be prepared on a CADD
System and must be directly compatible with the Intergraph CADD System
or translated at 100% compatibility by the A-E. Work may require using
the metric system. Quality Control Plans for individual work orders
will be required. Specifications shall be prepared with a personal
computer compatible with IBM AT Computers and using SPECSINTACT format.
2. SELECTION CRITERIA: See Note 24 for general selection process. The
selection criteria are listed below in descending order of importance
(first by major criterion and then by each sub-criterion). Criteria a-e
are primary. Criteria f-h are secondary and will only be used as
''tie-breakers'' among technically equal firms. a. Specialized
experience and technical competence in residential and commercial
floodproofing, residential and commercial buildings, rsidential sewer
systems, bridges, roads, bank protection/channel improvement, portions
of navigation (locks and dams) projects, portions of flood control
dams, portions of local protection, sanitary and water projects, and
recreation; b. Qualified Registered Professional Personnel in the
following key disciplines: Civil Engineers, Architects, Structural
Engineers, Mechanical Engineers, Electrical Engineers, Sanitary
Engineers, Specification Writers, Estimators, Engineering Technicians
and Draftsmen/CADD Operators. (The evaluation will consider experience,
education, training and registration); c. Knowledge of the locality of
Southern West Virginia and Eastern Kentucky. This should include
construction and material standards, construction techniques,
permitting, and geological features; d. Capacity to perform small
projects in a timely manner; e. Past performance on contracts with
respect to cost control, quality of work, and compliance with
performance schedules; f. Geographic proximity to Huntington, West
Virginia; g. SB and SDB Participation; and h. Volume of DoD contracts
awarded in the previous 12 months. 3. SUBMISSION REQUIREMENTS: See Note
24 for general submission requirements. If a large business is selected
for this contract, it must comply with FAR 52.219-9 regarding the
requirement for a subcontracting plan on that part of the work it
intends to subcontract. The plan is not required with this submittal.
Interested firms having the capability to perform the work and who
desire to be considered must submit two copies of SF 255 (11/92
edition) and two copies of SF 254 (11/92 edition) for the prime firm
and all consultants, to the above address not later than the close of
business on the 30th day after the date of this announcement. If the
30th day is a Saturday, Sunday, or Federal holiday, the deadline will
be the close of business of the next business day. Solicitation
