This synopsis modifies the previous submission. The solicitation initially was identified as 100% Set Aside for Small Disadvantaged Businesses (SDB). The SDB set-aside is cancelled. The requirement will now be issued as a 100% Small Business Set-Aside and the contract will be on a Labor Hour Requirements basis in lieu of a Time and Materials basis.
