73145-3302 J -- MAINTENANCE AND/OR REPAIR OF EQUIPMENT-POTENTIAL SOURCES SOUGHT
A source seeking synopsis is being conducted to find sources interested
in the KC-135 Reengining Kit Installation Requirement. This
modification/kit installation removes J-57 engine and associated
systems from KC-135A aircraft and TF-33-PW102 engine and associated
systems from KC-135E aircraft and installs CFM56 F-108 engines. This
modification consists of changing main landing gear, cockpit display
and controls; adding new engines, nacelles, flight augmentation system
and increased horizontal stabilizer; reinforcing floor and wing
structure; revising nose wheel steering; and deleting water injection
system. The minimum capability requirements as currently defined are as
follows 1. Airfield Requirements: (a) Runway: AFCI 91-101 for -135
aircraft. (b) Runway Lights: AFI 32-1044. (c) Runway Taxiway: AFI
32-1044. (d) Crash Vehicles/Fire Fighters: AFMCI 91-101. 2. Enclosed
Work Positions: (a) Hangar Space: (Minimum aircraft 6) One work
position must have sufficient height to clear vertical fin in normal
position to allow jacking applications for weight and balance. All work
positions must have sufficient clearance after entry to permit aircraft
jacking to jigged position. Enclosed work space must have at least 15
ft height and width clearance between overhead obstruction, wing tips,
and hangar walls to allow room for engine trailers with engines
mounted to move past wings tips. (b) Hanger Space Required when
Aircraft on Jacks: When rigging control surfaces; during fuel tank
repairs; water tank deactivation; during painting; and when aircraft is
stripped or components are removed that expose aircraft or structure to
elements. (c) Hangar space, backshops, and fuel servicing should be
reasonably close to runway. (d) Hangar Floor: Must be adequate to
support jack loads. 3. Ramp Work Positions: (a) Pavement: Medium load
pavement IAW AFM 88-6. (b) Electricity/Lighting/Air: Must be available
on ramps and in hangars. 4. Back Shop Facilities: (a) Chemical Waste
Disposal: Must be controlled to prevent environmental pollution. (b)
Paint Hangar: Must be inside with environmental controls for
koroflex/epoxy primer and polyurethane painting. Environmental controls
for temperature, humidity, dust and overspray must be IAW T.O. 1-1-8.
(c) Fuel and Oil Storage: DOD4140.25, 450,000 lbs. fuel minimum storage
requirements. (d) Refueling/Defueling Facilities: Must be able to load
maximum fuel load, approximately 202,000 lbs. (See T.O.s 1-1-3,
1C135(k)A2-2, 00-25-172, 1C-135-2-5-1) (e) Fuel Tank Sealant: Must be
IAW T.O. 1-1-3. (f) Fuel System Purging Capability: Acceptable storage,
reclamation, and handling methods required IAW T.O. 1-1-3/00-25-172.
(g) Tubing/Cable Shop: Facility required and must include rubber hose
manufacture and cable fabrication. (h) Sheetmetal Shop: Must be
adequately equipped. (i) Machine Shop: Must have standard machine shop
equipment. (j) Jet Engine/QEC Shop: 7,000 sq ft minimum floor space
required utilizing Monorail to install QEC kit on raw F108-CF-100
engine. (k) Welding Shop: Must have standard welding equipment
including heli-arc, inert gas, and electrical resistance. (l) Battery
Shop: Storage, service, and handling of nickel-cadmium batteries. (m)
Hydraulic Shop: Bench test, adjustment and repair of hydraulic
components required. (n) Electrical Shop: Must be able to accomplish
rework, testing, and fault isolation of standard wiring on aircraft.
(o) Silk Screen Capability: Required (does not include aircraft
insignia). (p) Nondestructive Inspection (NDI) Shop: Fixed and/or
portable x-ray, eddy current, ultrasonic, magnetic particle and
penetrant capability required. (q) Landing Gear Shop: 3,000 sq ft
minimum floor space required for teardown and packaging of the
unimproved landing gear that is installed on aircraft upon receipt.
Also, to accomplish main landing gear build-up into end item consisting
of improved components, five rotor disk brakes, tires, and MARK III
anto-skid. (r) Avionics/Communications/Instrument Shop: Operation,
testing, and fault isolation of standard avionics, communications, and
instrument systems/components on aircraft is required. (s) Fuel Cell
Shop: Capability to repair bladder-type fuel cells. (t) Breathing
Oxygen: Storage and handling facilities for gaseous and liquid oxygen
in quantities sufficient for servicing aircraft required. (u) Tool
Crib: Adequate control, protection and repair of GFE special tools
required. (v) Engine Run-Up Area: 492 linear feet of 14 ft high engine
blast deflector fence or equivalent required. (Noise restrictions at
facility must be divulged) (w) Fabric/Fiberglass/Plastic Fabrication:
Required and must conform to humidity and temperature control
requirements contained in T.O. 1C-135(K)A-3-1. 5. Storage Facilities:
(a) Government Bond Room, minimum size 30,000 sq. ft. (b) Kit Storage
Area to accommodate storage of up to 13 Kits (including engines):
203,480 sq ft maximum. (c) Type of items to be stored are paint,
explosives, GFM parts and rotable spares with adequate environmental
controls. (d) The contractor will have capability for inside receiving,
storage, and issuing government property. Not limited to, but will
include the following: (1) Adequate storage and control of -21 aircraft
equipment. (2) Adequate receiving and inspection facility. (3) Adequate
locator system. (4) Adequate secure storage. (5) Adequate inventory
control procedures. (6) Proper disposition of excesses. 6. Personnel
Facilities: (a) Air Force Offices: 7,500 sq ft minimum floor space
required for offices, crew lounge and locker rooms, and debriefing
flight crews. (b) Transportation: Required to transport ferry crews to
quarters, mess facilities, commercial transportation terminals, and
