An Indefinite Delivery Type contract is needed for hydrographic and
topographic surveying services for various projects for the Wilmington
District. The contract will be negotiated for a twelve month
performance period with an option to renew for a second twelve month
period. The total value of the contract will not exceed $249,000 for
each twelve month period with no individual delivery order exceeding
$150,000. The Service Contract Act will apply to this contract. 2.
Project Information: Work consists of hydrographic and topographic
field surveying and the associated production of charts, maps and
design documents. Mapping submittals will be required in Intergraph
MicroStation CADD format (.dgn files) and Intergraph InRoads surface
modeling format (.dtm files). Riverine and ocean surveying will be
required. The firm must have a fully automated hydrographic surveying
system capable of horizontal positioning to ranges of 30,000 to 40,000
feet. 3. Selection Criteria: The following evaluation criteria, listed
in descending order of relative importance, have been established for
this Contract: A. Profressional Qualifications necessary for
satisfactory performance of required services, B. Specialized
experience in the type of work required. C. Capacity to accomplish the
Work: (1). Ability to respond on short notice and meet delivery
schedules. (2). Sufficient equipment to meet schedules. All firms
responding to this announcement shall furnish a list of company owned
equipment that will be available for use on this contract. D. Past
Performance: Past performance on DoD and other contracts. E. Knowledge
of the Locality: Familiarity with the conditions, control and
regulations effecting work in eastern North Carolina. F. SB and SDB
Participation: Extent of participation of small business, small
disadvantaged business, historically black colleges and universities
and colleges, and minority institutions in the proposed contract team,
measured as a percentage of the total estimated efort. G. Equitable
Distribution of DoD Contracts: Volume of DoD contract awards in the
last 12 months as described in Note 24. 4. Submission requirements: See
Note 24 for general submission requirements. Interested firms having
the capabilities to perform this work must submit a copy of the SF 255
(11/92 edition) and a copy of the SF 254 (11/92 edition) for the prime
and all consultants to the above address not later than the close of
business on the 30th day after the date of this announcement. If the
30th day is a Saturday, Sunday, or Federal holiday, the deadline is the
close of business of the next business day. Applicants may supplement
