The Pacific Division Naval Facilities Engineering Command anticipates the release of a Draft Informational Request For Proposal (RFP) on or about 30 November 1995 for cleanup of Kaho'olawe Island, Hawaii. The work includes, but is not limited to services for unexploded ordnance (UXO) cleanup of Kaho'olawe Island, Hawaii. The project includes managing UXO cleanup operations, and detection, removal, and disposal of UXO and its remnants. Supporting work includes base operating support (BOS) services, construction, and environmental engineering services support. The BOS services may include maintaining and operating a base camp, water production, sanitation, pest control, grass cutting, building maintenance, electrical generators & distribution, fuel storage, hazardous waste disposal, communication systems, vehicle maintenance, and food services. The construction may include a thermal treatment facility, open burn open detonation (OBOD) and other facilities agreed to by both the Navy and State of Hawaii. The engineering and services support include but not limited to preparing design drawings, engineering plans, specifications and cost estimates, prior to construction activities. Preparing UXO record documentation, archaeology, natural resources erosion control, revegetation and design of facilities agreed to by both the Navy and State of Hawaii. The Informational Draft RFP will be available at no charge. The cost for Attachments identified under section ``J'' of the Informational Draft RFP will be $100.00 per set. The attachment set will contain at a minimum: (a) Map of Kaho'olawe, (b) Draft Island Cleanup Plan (CUP), (c) Work Plan (WP) Outline (providing guidance for minimum UXO cleanup procedures, health & safety, and other requirements of contractor's WP), (d) Draft of Land Use Plan, (e) Draft Model (UXO) Cleanup Report with Model Action Plan (MAP), (f) Memorandum of Understanding (MOU) bwtn U.S. Navy and State of Hawaii, (g) Title X, Conveyance of Kaho'olawe Island to the State of Hawaii, (h) Cultural Resource Management Plan (CRMP), (i) Soil Survey of Island of Kaho'olawe Report, (j) DMA Publication (Verification/update of existing USC&GS Geodetic Control points on Kaho'olawe Island). There will be a two copy maximum of the Informational Draft RFP and a two copy maximum of the attachment set. This charge is non-refundable.
