For those contractors wishing to bid on this project, please reference DACA05-95-B-0080, which was issued October 13, 1995, as SDB set-aside but is now being amended to allow for full and open unrestricted competition. Large businesses competing for this project must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for sub- contracting are 52.5% for small business, 8.8% for small disadvantaged business, and 3.0% for small business/women owned. A firm that submits a plan with lesser goals must submit written rationale to support the goals submitted. Plans and specs are available at a cost of $22.00 for specifications (text only), $28.00 for one set of half-size drawings, and $63.00 for one set of full-size drawings.
