Warfare and the C4IEW Acquisition Center - Vint Hill, issue this
sources sought for immediately available wide area Moving Target
Indicator and Synthetic Aperture Radar (MTI/SAR) surveillance system.
It is critical the radar system be currently (immediately)
''off-the-shelf'' available, with spares (real - not a vugraph system),
and with no modifications required to meet submitted capabilities (must
be real time, available right now). At a minimum, the following
information is required: MTI radar detection range (max, min, vs
various RCS targets); Detection and tracking performance against ground
and sea targets in clutter environment to include minimum and maximum
detectable velocities and false alarm rates; Performance under degraded
weather and battlefield obscurant conditions; Concurrent MTI and SAR
real-time processing capability (processing time from detection to
display); Range and azimuthal resolution of MTI and SAR; Range and
azimuthal coverage of MTI and SAR; MTI and SAR target location accuracy
with required navigation interface to obtain these accuracies; SAR
processing range (max, min); Number of moving targets that can be
overlaid on SAR map; System dimensions; Antenna options; System
interface requirements; Individual component and total system weight;
Power requirements and interfaces; Ability to be externally controlled;
Description of demonstration that evaluated system capabilities;
EMC/EMI test data; Reliability and Maintainability data (MTBF, MTTR,
Ao); Logistical support considerations; Systems availability for
procurement and demonstration; Type of airborne platform(s) their
MTI/SAR has flown on; Type of software and architecture utilized.
Interested and responsible sources capable of fulfilling these
requirements must respond within 15 days after publication of this
announcement to the above address. It is the responsibility of the
interested offeror to provide sufficient data to the Government that
will support and document their contention that they can perform this
effort. The Government shall not be rsponsible for any costs incurred
by interested offerors responding to this source sought. This is not a
