government is developing the specifications and the benchmark tests for
the fifth generation of the Navy's Tactical Advanced Computer (TAC)
Program. The TAC Project Office requires the capability to accurately
quantify the performance requirements of its users community. Currently
the methodology to quantify performance lies in a combination of
generic commercial benchmarks and benchmarks based on Navy applications
utilized in TAC-4, which may not have a direct relationship to the
performance factors required for TAC-5. Therefore, the TAC Project
Office will sponsor research that will determine the performance
requirements of its TAC-5 user base and create a benchmark suite,
releasable to all offerors competing for the TAC-5 contract. It is our
intent that the benchmark tests that we develop be compatible with all
hardware that might be proposed in response to the TAC-5 Request For
Proposal (RFP). To ensure that compatibility, we request that potential
offerors of TAC-5 provide representative hardware along with the
required operating systems and any other necessary software to the Navy
on a no-cost loan basis for a period of not less than 120 days. The
loaned equipment will be used only in the development of the benchmark
tests for TAC-5. The equipment will be installed and used in a secure
computer laboratory at the Naval Command, Control & Ocean Surveillance
Center, RDT&E Division (NRaD), San Diego, California. Proprietary
technology in the equipment, software and/or the associated technical
literature will be fully protected. Company representatives will be
invited to the laboratory to install and demonstrate the equipment and
software products. Installation at NRaD is desired within 30 days of
this notice. The equipment desired is as follows: State-of-the-art
workstations and servers with POSIX -compliant O/S; C, C++, Ada,
FORTRAN and COBOL compilers; relational and/or object oriented
databases; Xwindows, CASE tools, graphics languages, GUI and DOS
emulation packages; HMI; 1/4'' DAT drive, 1 GBYTE or larger hard drive
and CD ROM. Published results from commercial benchmarks such as AIM,
SPEC, GPC, etc, on the delivered and other equipments is desired.
Company technical literature or position papers on various benchmarks
or benchmarking methodologies would also be appreciated. All written
responses shall be received within 15 days of this notice at the Naval
Information Systems Management Center, Bldg. 176-5, Washington Navy
Yard, Washington, DC 20374-5070, Attn: David Berry. Responses may be

acceptable. Responses to this synopsis should provide the date and
duration of availability along with descriptions of all equipment and
software offered for loan, including make and model numbers and
configuration descriptions. Companies indicating an interest in
providing this equipment will be notified of the scheduled time for
installation and will be provided shipping instructions including the
