Vendors will be expected to supply a ''turnkey'' AACS in which the vendor would be responsible for procurement, installation, commissioning, training and maintenance of the system. The vendor will supply computers, software, and access control identity cards, if necessary, and a means of producing new cards. At certain locations the use of ''dual function technology'' may be required. The vendor will work with Department of State technical advisors during all phases of the project.
