In Bethesda, Maryland, NIH intends to: expand existing equipment penthouses; replace central heating, ventilation, and air conditioning systems; and install wet sprinkler systems in the Building 10 Clinical Center Complex while maintaining its occupancy and operation. The contract will restore the safety and reliability of the Clinical Center utility systems with minimal or no disruption of on-going patient care or medical research and is estimated to take two years to complete. Formal source selection procedures (FAR 15.6) will be used. The technical evaluation factors are: Key Personnel (50%); Offeror Past Performance (30%); and Offeror Experience (20%). Minimum Requirements are: 1. Within the last 7 years and before the closing date of the solicitation, offeror must have at least one $15 million building renovation which: (a) was a medical or technical research facility, (b) was multi-phased, (c) was occupied and operational before and during construction, and (d) included at least $5 million for mechanical and electrical building utilities. 2. Within the last 7 years and before the closing date of this solicitation, the General Superintendent and General Foreman (Key Personnel) must have at least 5 years experience at their respective positions and must have successfully managed at least one multi-phase, occupied and operational medical or technical research building renovation with a total value of at least $15 million dollars where at least $5 million was for mechanical and electrical building utilities. (The subject $5 million and $15 million dollar minimum requirements represent the paid values of the contract assigned.) The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and technical factors considered. For this procurement, technical quality is more important than price. As proposals become more equal in their technical merit, the evaluated price becomes more important. A pre-proposal conference will be held on or about November 21, 1995, from 1 pm to 4 pm, in the Lipsett Auditoriu at the Building 10 Clinical Center Complex of the National Institutes of Health in Bethesda, Maryland. The price range for this contract is $30 to $40 million. The solicitation will be available on or about November 13, 1995. A $600 charge, in the form of a certified check, cashier's check, or money order made payable to the General Service Administration, is required for each set of solicitation documents, drawings and specifications. A $150 charge is required for each set of solicitation documents and specifications.
