Mapping Agency-St.Louis (DMA-St.Louis) is seeking potential sources for
destruction of its classified/sensitive waste. DMA-St.Louis generates
approximately 15,000 pounds of waste per week. The classified/sensitive
waste must be collected from DMA-St.Louis at least once a week. The
contractor will be responsible for transporting all
classified/sensitive waste from DMA-St.Louis's facilities in St.Louis,
MO to the contractor's facility. The contractor's waste destruction
facility must be Department of Defense and DMA approved and comply with
the provisions of the National Industrial Security Program, Operating
Manual, DoD 5220.22-M dated January 1995 (NISP). The waste destruction
facility must also operate in accordance with the Federal Clean Air
Act, and other state/local atmospheric emission standards. All
contractor personnel having any contact with the acceptance,
collection, transportation and destruction of the classified/sensitive
waste must possess a minimum security clearance of Sensitive
Compartmented Information (SCI)/Top Secret + NATO, etc. The SCI/Top
Secret clearances are defined and explained in the NISP. Transportation
of the waste must also follow the provisions of NISP. The
classified/sensitive waste consists of miscellaneous administrative
paper (boxed/palleted/skidded), carbons, Mylar, plastics, computer
tapes, aluminum lithographic plates, maps/charts (folded/flat/boxed)
and metal computer parts/elements. Potential sources should submit the
following information for evaluation of their classified/sensitive
destruction capability: statement of intent describing their
classified/sensitive destruction experience, financial resources,
references of other like-services performed, the ability of the
contractor's personnel to obtain security clearances and the pounds per
hour of collateral and SCI material their machines can destroy in
accordance with the NISP. The statement of intent must be dated 20
business days from the date of this notice and mailed to the address
shown at the beginning of this anouncement. NO SOLICITATION DOCUMENT IS
