Depot. A noncompetitive negotiation is proposed with Helix Technology,
CTI Cryogenics Division, 9 Hampshire Street, Mansfield, MA 02048
because Helix is the proprietor of the detailed manufacturing
specification and is the only source that can meet the Government's
needs for Drive Units that are form, fit and function replaceable in
the end item. The Government does not possess sufficient or accurate
technical data or acceptance test procedures to procure this item from
other than Helix Technology. However, all responsible sources may
submit a proposal which shall be considered by the agency. Most recent,
representative unit price was $13,000.00 for a quantity of 13 each,
awarded on 28 September 1990. The Government provides this data without
assuming responsibility for its accuracy or for any conclusions or
interpretations which may be drawn from this data. The data are
provided solely for informational purposes and should not be relied
upon as a basis for preparation of an offer. See Note 22****. THE U.S.
ARMY COMMUNICATIONS ELECTRONICS COMMAND (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for Proposals (RFPs) and Invitations for Bids (IFBs) from
Government to Industry. EFFECTIVE 1 OCTOBER 1994, ALL SOLICITATIONS
ISSUED FROM FT. MONMOUTH FOR ACQUISITIONS OVER THE SMALL PURCHASE
THRESHOLD WILL BE SOLICITED VIA THE EBB. AFTER 1 OCTOBER 1994, ONLY
THOSE PARTIES WHO DO NOT HAVE THE EQUIPMENT NECESSARY TO ACCESS THE EBB
WILL BE FORWARDED HARD COPIES UPON REQUEST. HOWEVER, AS OF 1 JAN 95
HARD COPY WILL NO LONGER BE DISTRIBUTED. (Exceptions are Post, Camp and
Station acquisitions.) All interested parties wishing to do business
with CECOM are invited to access, operate, send and receive data from
the CECOM EBB system. To become a user of the EBB, you will need an
identification code and password in addition to a computer terminal
equiped with the necessary hardware and software to interface with the
EBB system. Detailed information regarding system requirements is
contained in the U.S. Army CECOM EBB User's Manual. A User's Manual,
Identification Code and password will be issued upon request. All
requests must include 1) Company name, 2) point(s) of contact name(s)
and title(s), 3) return address(es), and 4) telephone number(s). Please
