THIS IS A SOURCES SOUGHT SYNOPSIS REQUEST FOR INFORMATION ONLY - The Department of the Interior, Minerals Management Service (MMS) is in the process of determining the feasibility of using electronic submission of bids in conjunction with their Outer Continental Shelf Lease Auctions. Therefore, the MMS is seeking sources that have either already developed a customized electronic bidding system or have a system that can be easily modified. The system would be used to automate bid entry procedures for the one-step sealed bid lease auctions. At a minimum, the system would have the capability to: 1) provide direct bid entry by the bidder at one location and/or remotely throughout the United States; 2) verify that the bidder(s) is (are) authorized to bind the bid e.g., provide the bidder's authorization number (i.e. password or PIN); 3) provide a hard copy confirmation to the bidder listing their bids; 4) provide security and integrity of bids; 5) interface auction sales information into a database system that is programmed in Oracle and uses report writer software. Parties may identify their capability to respond to this requirement by submitting technical information or literature on one or more software products. The literature must include the following in order to allow the Government the ability to evaluate the product on the initial submittal; 1) a description of the functional capabilities; 2) the minimum and optimum computing platform required; 3) a list of current customers; 4) description of any limitations, copyrights, patents or other restrictions; and 5) identification of companion software which is required to operate the product.
