Completion: Forty-two (42) months. The purpose of this effort is to
develop, test, evaluate and demonstrate advanced radar signal
processing techniques for application to active radar Hostile Target
Identification (HTI). Furthermore, this effort seeks to advance the
exploitation of state-of-the-art solutions, such as artificial
intelligence and expert systems, as well as modern spectral estimation
techniques to improve Identification (ID) performance for Command and
Control (C2) surveillance radars. The developed techniques shall be
delivered in the form of a software tool which includes the ID
algorithms, advanced signal processing modules, signature data bases
and displays and menus for data display and interpretation. A
Cost-Plus-Fixed-Fee Completion type contract is contemplated. The
successful contractor may receive and/or generate technical data
subject to export control in the performance of the contract.
Therefore, prospective offerors must provide a completed and approved
DD Form 2345 which certifies the offeror is on the Certified
Contractors Access List (CCAL) or the offeror is seeking application to
CCAL. The successful offeror must have a completed and approved DD Form
2345 prior to award. For further information on CCAL, contact the
Defense Logistic Service Center at 1-800-352-3572. The RFP will be
released no sooner than 22 Nov 95. See Numbered Note 1. The size
standard for small business is 750 employees. Secret clearances will be
required for performance. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions, such
as clarifications of the Statement of Work or the terms and conditions,
are not considered to be ''significant concerns'' and should be
communicated directly to the Contracting Specialist, Bonnie L. Goetz,
315-330-2008. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudman
for this acquisition is Vincent Palmiero, Chief, Policy and Management
Division, at 315-330-7746. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. No telephone requests for the solicitation will be

contain the respondent's FAX Number and Commercial and Government
