architectural/engineering services for the Design and Preparation of
Construction Contract Documents for the Renovation of Multi-Purpose
Building, U. S. Coast Guard Group Long Island Sound, New Haven, CT. The
project includes the renovation of an existing three story 21,200 SF
multi-purpose building and the design of a 1667 SF addition. The
building includes administration spaces, communication functions,
unaccompanied personnel berthing and dining support for the group
complex. The project will include extensive asbestos removal and
testing for lead paint. The A/E shall also evaluate the option of
building a new one story 21,700 SF building in lieu of renovation. The
estimated cost of construction is between $1,000,000.00 and
$5,000,000.00. The services are required to begin approximately
February 1996 and shall be completed within 420 days after Notice to
Proceed. The following evaluation criteria are applicable to one or
more of the factors included in Note 24: (1) Specialized experience of
the firm and technical competence in the type of work required
including joint venture or association in similar projects; (2)
Professional capacity to accomplish the work on time; (3) Professional
qualifications necessary for satisfactory performance of required
services; (4) Past performance on DOT and other Government contracts in
terms of quality of work, ability to meet contractual
performance/delivery schedules and accuracy of construction cost
estimates and A/E-client relationship; (5) Location of firm in the
general area provided there is an appropriate number of qualified firms
therein for consideration (special consideration will be given to firms
located in Rhode Island, Massachusetts, Connecticut, and New York); (6)
Minorities and women in all job classifications, considering
availability in the general area; (7) Design ablity and understanding
of the requirements of the project; (8) Ability to assess and specify
asbestos abatement and lead paint removal; (9) Project team and key
personnel roles and responsibilities in terms of coordination,
schedule, and construction cost control and quality control procedures;
(10) Experience of the firm in evaluating and determining environmental
requirements and acquiring state and local permits for construction;
ability of the firm to submit environmental and other permits to the
State of Connecticut which may include the need to certify permit
applications or plans by state-licensed professionals; (11) Ability to
provide qualified construction inspection services. Firms desiring

Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000.00 per contract to provide accounts receivable
