It consists of acquiring approximately ninety (90) tracts of land, involving an estimated sixty-two (62) owners, some of whom may not be living in the project area. Thus, the contractor may be required to perform work outside the project area. The project acquisition area encompasses approximately 100 acres of land. It is anticipated the period of performance for this contract will be fourteen (14) months. The work may include field surveys, legal description preparation, production of various maps, tract appraisals and adjustments thereto, acquiring title evidence, acquiring title insurance, negotiations for property acquisition, relocation application processing and completion of relocation benefits assistance. In addition, the successful contractor will assist the US Army Corps of Engineers in the preparation of condemnation packages, coordination of facility and utility relocations, conduct closings, provide expert witness court testimony in condemnation cases, and maintain appropriate files and records. The Contractor shall provide the necessary staff, equipment, materials, transportation, lodging, meals and incidentals associated with the work to be performed. Following are minimum qualifications: The contractor shall require surveyors to be licensed to practice in Colorado. He/she will assure appraisers hold general real estate appraiser state certifications. The title or abstract company utilized must be approved by the Department of Justice and authorized and qualified to issue certificates of title in Colorado. Attorneys must be admitted to practice before Colorado courts. The contractor must provide staff knowledgeable of local, state and federal acquisition and relocation policies and requirements of Public Law 91-646, as amended, and possess necessary skills required to perform negotiations for property acquisition and relocations. A pre-bid conference will be held prior to the date bids are due to convey important issues as well as address prospective contractors' inquiries.
