Island, South Carolina 29905 R -- A/E CONTRACT FOR PREP. OF PLANS, SPECS, AND COST EST. FOR
PIH9603R2, WHOLE HOUSE REVITALIZATION, WAKE VILLAGE, MCRD, PARRIS
ISLAND, SC Sol N62467-96-R-5085 due 121195. POC Joseph Coward,
803-525-2880. This is an Architect-Engineer contract. The total
contract value will not exceed $500,000.00. The contract includes a
base contract period of one (1) year with the possibility of one (1)
one-year option. The initial project proposed is for PIH9603R2, Whole
House Revitalization, Wake Village. This project provides whole house
revitalization to 77 enlisted housing units. The work includes
upgrading fixtures and electrical, plumbing, and mechanical systems;
structural and architectural improvements, and interior and exterior
repairs installing fire suppression systems; and landscaping. Will also
add a 1/2 bath to units and a patio cover. As part of this contract,
asbestos and lead assessments may be required to determine the presence
of asbestos or lead. When asbestos or lead is found, this contract will
be amended to require a comprehensive asbestos or lead survey to
include sampling and testing, and the preparation of plans and
specifications showing the location of asbestos or lead and specifying
the procedure to be followed during construction and/or demolition for
removal or abatement. Firms unable to accept work which involves
asbestos or lead, need not apply. Reviewing shop drawings, construction
inspection, and/or preparation of operation and maintenance manuals may
be required. Responses must be received not later than December 11,
1995. Any inquiries (including submission of SF255) should mention and
show title, location, and contract number on the outside of the
envelope. Architect-Engineer firms are invited to submit: (1) a
Standard Form 254, Architect-Engineer and Related Services
Questionnaire; (2) a Standard Form 255, Questionnaire for Specific
Project; and (3) any requested supplemental data to the procurement
office shown. Firms having a current Standard Form 254 on file with the
procurement office are not required to resubmit this form. Firms
responding to this announcement before the closing date will be
considered for selection, subject to any limitations indicated with
respect to size and geographic location of firm, specialized technical
expertise or other requirements as listed. Following an initial
evaluation of the qualification and performance data submitted, three
or more firms considered to be the most highly qualified to provide the
services required will be chosen for interview. The Department of
Defense policy for selection of Architect-Engineer firms is not based
upon competitive bidding procedures, but rather upon the professional
qualifications necessary to the satisfactory performance of the
professional services required, subject to the following additional
considerations: (1) Qualifications of the people assigned to do the
work; (2) Recent experience of these people in architectural and
engineering maintenance repair and construction design skills
associated with the revitalization of housing units; (3) Quality
assurance and coordination methods used during design; (4) Awards from
all DOD agencies in Fiscal Years 1993, 1994, 1995 with the objective
of trying to distribute contracts among all qualified firms including
those that are minority-owned firms or have not had prior contracts;
(5) Distance from the project; and (6) Ability to accomplish various
projects concurrently. Firms desiring to register for consideration for
future projects administered by the procurement office are encouraged
to submit annually a statement of qualifications and performance data,
utilizing Standard Form 254, Architect-Engineer and Related Services
