Specialist, (703) 602-7518. The Naval Sea Systems Command (NAVSEA) is
in the formative stages of procuring a new class of combat logistics
force shuttle ships designated as the Auxiliary Dry Cargo Carrier
(ADC(X)). The ADC(X) will be a replacement for the aging AE
(ammunitions) and the AFS (dry stores) classes of shuttle ships.
Shuttle ships move logistics supplies from ports to naval forces at
sea. The ADC(X) is envisioned as an underway replenishment ship capable
of transferring ammunition, dry cargo and limited amounts of cargo fuel
to other combatant logistics force ships or battle group combatants.
Underway replenishment will be accomplished by a combination of
alongside connected replenishment and vertical replenishment using
helicopters. The system must handle and deliver a variety of hazardous
products in various sizes and weights from port facilities, both
domestic and foreign, to receiving ships at sea worldwide. Cargo is
transferred to receiving ships in either standard U.S. Navy containers
or as palletized loads. The system must be capable of transferring
these containers and pallets to both U.S. Navy and NATO ships underway
at speeds up to 16 knots in Sea State 5. NAVSEA will hold an industry
brief on the ADC(X) program for interested parties. The briefing will
cover the shuttle ship mission, basic underway replenishment
techniques and a notional acquisition strategy. NAVSEA is soliciting
input from industry with respect to the acquisition strategy and
innovative technologies with potential for improving underway
replenishment systems. Areas for consideration include logistics
management, transportation, packaging, material handling, and material
management technology. An informal briefing for industry will be
conducted at the Naval Sea Systems Command, 2531 Jefferson Davis
Highway, National Center #3, Building Room 3S11, Thursday, 7 December
