Z -- UPGRADE THE EXISTING INSTRUMENT LANDING SYSTEM (ILS) TO SERVE RUNWAY O7R AT LOS ANGELES INTERNATIONAL AIRPORT, LOS ANGELES, CA. SOL DTFA08-96-B-02905 POC Alice Clark, (310)725-7563 The contractor shall provide all labor, materials, equipment, transportation and services (except Government Furnished Material) necessary to upgrade the existing Instrument Landing Systems (ILS) to serve Runway 07R at Los Angeles International Airport, Los Angeles, California. Work shall include, but is not limited to the following: Localizer site: remove the existing Localizer antenna arrays (14) and all associated accessories, survey to establish the locations of the new Localizer antenna array, enlarge existing wooden platform to accommodate the new antenna array, mount the new (GFM) antenna arrays along with other GFM materials, install power, radio frequency, and controll cables from the equipment shelter to the Localizer antenna platform, install new underground electrode counterpoise system around the platform and equipment shelter site, remove existing localizer electronic equipment, re-route portion of existing 10 feet wide asphalt covered service, transport GFM material from FAA storage to site; Glide Slope (GS) Site: remove existing GS antenna elements and install new GS antenna elements, upgrade facility lightening protection, remove existing electronic equipment located in equipment shelter, install power and control circuits and mount on top of antenna mast, install new underground grounding electrode counterpoise system; Middle Marker (MM) Site: demolish and dispose of existing MM antenna, support pole and other associated hardware, install concrete foundation to support new MM antenna system, install and assemble new GFM MM antenna, install new underground electrode counterpoise system, upgrade facility lightening protection, install and terminate power control circuit, and remove existing MM electronic equipment. All site work shall be performed in strict accordance with FAA plans and specifications. The performance period is 30 calendar days after receipt of the notice to proceed. Invitation of Bid (IFB) #DTFA08-96-B-02905 will be available on or about November 27, 1995, with a public bid opening aproximately 30 days thereafter. The estimated price range for this procurement is between $100,000.00 and $250,000.00. This is an unrestricted procurement in accordance with the Small Business Competitive Demonstration Program, Title VII of the Business Opportunity Reform Act of 1988 (P.L. 100-656) This notice BELOW is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, payment, and performance bonds up to 1.0 million per contract. The DOT provides an 80 percent guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Programs (STLP), at prime interest rates to provide accounts receivable financing. The maximun line of credit is $500,000.
