The US Army CECOM Space and Terrestrial Communications Direcotrate is seeking bidders for a unique, automated, cost effective approach to accomplishing the baseband portion of the Defense Satellite Communications System (DSCS) Standardized Tactical Entry Point (STEP). The STEP concept provides an expanded and standardized set of equipment at DSCS earth terminals allowing for a tactical gateway access to DISN for any worldwide JTF deployment. Currently, because of schedule constraints, the near term deployments are being satisfied using existing military inventories of TD-1337(VI), TD-1389, AN/FCC-100(V6), SMU/LTU, CDI/NRZ conversion, voice orderwires and manual patching. This approach is O&M intensive, consumes a great deal of power and floor space is already congested facilities, and is costly. Therefore, CSTCD is now seeking the Multiplexer Integration and DCSS Automation System (MIDAS), an integrated solution to the baseband protion of STEP, focusing on interoperability with existing and new tactical satellite terminals, increased capacity, decreased floor space and decreased O&M requirements. This acquisition will be accomplished via a competitive procurement utilizing a best value approach. This strategy will require the contractor/bidder to provide 2 production type hardware samples for extensive testing and technical evaluation at the time of proposal submission. The purpose of this notice is to inform all interested contractors of USACECOM's intent to issue a Draft Request for Proposal (DRFP) and the subsequent Request for Proposal(RFP), using a paperless solicitation approach, via an Electronic Bulletin Board (EBB). The DREP is to be uploaded in stages with a Program Description and Concept of Operations available now, and a Draft Spec and SOW being available approximately 27 November 1995. Interested contractors are invited to review the draft documents and to comment via the EBB, on excessive or inconsistent requirements, and on the business and technical approach for the proposed acquisition.
