59 -- MODE-S PARTS PECULIAR POC Contracting Officer, William P. Spear, 202-267-7817 Agency intends non-competitive negotiations with the original development/production source, Westinghouse Electric Corporation, P.O. Box 746, Friendship Site, Baltimore, Maryland 21203, for additional Mode-S Interrogator parts peculiar spares. Operational Mode-S systems are being fielded for the Federal Aviation Administration under contract number DTFA01-85-C-00002. The aforementioned parts are required to complete the provisioning for a 20 year life cycle of the Mode Select sensors. Non-competitive negotiation with Westinghouse Electric Corporation, as the only responsible source for the above requirement is authorized under 41 U.S.C. 253(c)(1). Since they are the original major system producer, any other source would have to duplicate non recurring expenses. Consequently, neither solicitation nor specifications are available for competitive proposals. However, parties interested in subcontracting opportunities or future Mode-S competitions are encouraged to submit their company resumes to the Contracting Officer within forty-five (45) calendar days of this publication.
