Savage, (513)366-2046 The U.S. EPA, Office of Water, requires a contractor to provide technical and analytical support in performing economic, financial, and regulatory analyses and in summport of program decisions, actions, and regulations development, review, and implemented under provisions of the Clean Water Act (CWA). These tasks will require the application of sophisticated economic, financial, statistical, benefit-cost, and risk assessment methodologies, the formulation and implementation of solutions to complex regulatory problems, and the adaptation of economic theory and financial analysis to solve nonstandard applied problems. The results and analytical products of many of these tasks will be subject to public review and comment, and may also require defense in law suits filed against the Agency. The contract will require long-term as well as quick turnaround responses to specific analytical tasks essential to the statutory responsibilities of OW. This contract requires expertise in economic theory (micro and macro), industrial economics, corporate and public finance (financial analysis), statistics (analysis and survey development) and quantitative data management, benefit-cost analysis, risk assessment, and market analysis. The contractor's primary responsibilities will be support of economic and regulatory analysis of regulations and initiatives established under the CWA. The contractor will also provide statistical support in planning, developing and implementing data collection activities for analysis of data, as required to these analyses. The contractor will provide support in conducting short-term and quick turnaround cost, economic statistical, risk assessment, cost-benefit, and marketing analyses to address problems, actions, and issues identified in implementing provisions of the CWA. A cost-plus-fixed-fee, level of effort, term type contract is contemplated with an 15 month base period, three 12-month and one 9-month option periods. The base level of effort for the base term is approximately 18,750 direct labor hours; options 1-3 are 15,000 hours, and option 4 is 11,250 hours. Options to increase the level f effort within each term will be for the same number of hours as the base effort.
