This procurement is made in accordance with DFARS 235.70, Research and Development Streamlined Contracting Procedures. Offerors are advised that a conventional solicitation will NOT be issued but that the solicitation will appear in a subsequent edition of the Commerce Business Daily (CBD). This procurement will be a small business set-aside. The Defense Nuclear Agency (DNA) is seeking assistance in determining laser proliferation nationally and internationally which has been, or potentially can be, developed to deny access and/or to incapacitate adversaries. The contractor shall provide a countermeasure study to determine effectiveness of these laser systems and countermeasures to defeat such systems. The period of performance is twelve (12) months from contract award to final report. Offerors are to provide address information to the contract negotiator in order to be included on the mailing list in case any supplemental package and/or amendments are issued.
