study of the effects of eliminating the Federal subsidy on flood
insurance policies. Data gathering and preliminary analysis, as well as
an evaluation of the economic effects of eliminating the subsidy. The
study shall include a determination of each area that would be affected
by elimination of the flood insurance subsidy, and within each area, a
determination of the number and types of properties affected. The
study shall also address the amount by which premium rates would be
increased, as well as the number and types of properties covered by
flood insurance likely to cancel the insurance if the subsidy was
eliminated. In addition, the study shall also include the effects that
eliminating the subsidy would have on land taxes and property taxes,
as well as any other effects that eliminating the subsidy would have on
the economy and homeowners. The study will be required to meet the
requirements of Section 578 of the National Flood Insurance Reform Act
of 1994. Additionally, information that FEMA can use to address the
public policy aspects of eliminating the flood insurance subsidy, will
