787-1354. The Minerals Management Service (MMS) is responsible for
promulgating safety and pollution prevention regulations for oil and
gas operations on the Outer Continental Shelf of the United States. The
control of oil and gas wells during drilling is one of the Agency's
more important regulatory concerns. The MMS is planning to conduct a
study to determine the optimal frequency for testing the blowout
prevention equipment used in drilling offshore oil and gas wells. This
equipment rams and annular preventers designed to seal off the well
bore, drill string safety valves, and manifold systems and the
associated flow control valves. Among the operating factors to be
considered during the study are maintenance practices, the number and
type of system components, equipment configuration, stack location
(surface or seafloor), testing methods, the status of operations at the
time of the test, and site-specific operating conditions. Pressure
chart interpretation, field investigations, and assessments of
manufacturers's data are required. Requests for copies of this
