Officer Marie E. Raglind, (703) 805-2970 1. CONTRACT INFORMATION: The
Architect Engineer (A-E) firm (herein referred to as the A-E), shall
furnish all engineering and construction surveillance services, travel,
and subsistence necessary to determine construction contractor
compliance with contract drawings and specifications for Lead-Based
Paint Abatement, Various Locations, Continental United States (CONUS)
of Delivery Orders against contract number DACA31-94-D-0095 and to
provide support to the Buildings & Structures Division, Center for
Public Works (CECPW), Alexandria, Virginia. Type of contract is fixed
price. Contract will be for a 12 month period with the option to extend
12 months. Cumulative total of this award will not exceed $750,000 per
12 month period. Individual delivery orders shall not exceed $150,000.
The contract anticipated award date is March 1996. Subcontracting Plan
Requirements: If the selected firm is a large business concern, a
subcontracting plan will be required, on that part of the work it
intends to subcontract, consistent with Section 806(b) of PL 100-180,
PL 95- 507, and 99-661. A minimum of 25% of the total planned
subcontracting dollars shall be placed with small business concerns
(SB), and 8% be placed with small disadvantaged businesses (SDB),
including Historically Black Colleges and Universities or Minority
Institutions, and 5% with Women-Owned Businesses (WOB). This plan is
not required with this submittal. 2. PROJECT INFORMATION: The A-E shall
be prepared to provide technical engineering and construction
consulting assistance, detailed by Daily Quality Assurance Inspection
Reports, and testing services for Buildings and Structures Division for
the construction project listed above. The A-E will work with CECPW to
determine that the construction work placement and construction
contractor's administration meets all contract requirements. The A-E
has no authority to direct the construction contractor in any way
regarding methods or procedures and shall not interfere with methods of
performance. The Cntracting Officer or his authorized Representative
will be responsible for an executed signature upon all correspondence
and specific directives prepared by the A-E. SELECTION CRITERIA: See
Numbered Noted 24 for general AE selection process. The A-E shall
provide qualified personnel for the services requested. All contractor
personnel shall be U.S. citizens. 4. SUBMISSION REQUIREMENTS: See
Numbered Note 24 for general Architect- Engineer submission
requirements . Interested firms having the capabilities to perform this
work must submit one copy SF 255. A SF 255 must be submitted for prime
and joint ventures. A SF 254 must be submitted for prime, joint
ventures, and consultants. The SF 255 and SF 254 shall clearly indicate
the staffing of the office(s) indicated to do the work. Responses to
this announcement received within 30 days from the date of this issue
