COMMAND, CONTROL, AND COMMUNICATIONS VEHICULAR TRAINER (DC3VT), DUE

The Naval Air Warfare Center Training Systems Division and the U.S.
Army Office of the Project Manager for Training Devices (PM TRADE) are
interested in sources qualified to produce quantities of the Digital
Command, Control, and Comunications Vehicular Trainer (DC3VT). The
purpose of the DC3VT is to provide initial and sustainment training for
vehicle commanders, platoon leaders, company Comanders, S-1s, S-2s,
S-3s, S-4s, and battalion commanders in digital command, control, and
communications (C3). Cognizant skills include M1A2 and M2A3 Commander
s Integrated Display (CID) and complete InterVehicular Information
System (IVIS) operation including development/
manipulation/transmission of digital tactical and logistical reports,
situational awareness, and utilization of proper communication
protocols. DC3VT wireless local area networks (LANs) shall be located
at the Armor School, Fort Knox, Kentucky; the Infantry School, Ft
Benning, Georgia; the Air Defense Artillery School, Fort Bliss, TX; the
Field Artillery School, Fort Sill, OK; and at Brigade level with M1A2
and M2A3 units. The DC3VT shall be a network consisting of commercial
off the shelf (COTS) stations and a network server and shall have the
capability to link digitally and interact with actual on-range
vehicles. DC3VT networks shall consist of up to thirty (30) DC3VT
stations per server. One of the DC3VT stations shall be fully dedicated
as an Instructor station. The remaining stations shall each be
reconfigurable according to the login identification, i.e., M1A2 or
M2A3, Vehicle Commander.....Batallion Staff Officer. The DC3VT shall
utilize tactical vehicle software and shall have the capability to
incorporate tactical software revisions with no impact to the DC3VT
hardware and trainer unique software. The DC3VT shall provide initial
and sustainment training that fully utilizes all IVIS capabilities. The
DC3VT shall provide interactive tutorial modules which guide the
trainee throgh an increasingly difficult training matrix for IVIS
specific Army Training and Evaluation Publications (ARTEP), Career
Management Field (CMF), and Soldier Training Publication (STP) tasks.
The DC3VT shall also be capable of running both preprogrammed or free
play scenarios to provide vehicle crew and institutional digital C3
training. The present M1A2 Crew Station Trainer (CST) will be the
baseline for the new system. The new system shall be superior to the
CST in all hardware, software, and operational categories. The
approximate M1A2 initial buy will be for 98 stations with potential
follow-on buys of 200+ M1A2 stations and an unspecified number of M2A3
stations. Delivery of the first units would be approximately one year
after contract award. Contract award is projected for Dec 96.

information: 1) Technical qualifications, 2) Managerial qualifications
(experience, facilities, staff), 3) Experience with production of the
types of trainer described above, 4) Past performance on Government
contracts of like or similar nature to include the Government Procuring
Activity; contract number; dollar value; Procuring Contracting Officer
name and phone number; Technical representative name and phone number;
brief description of the requirement; actual tasks and percentage of
work performed by your company to complete the requirement. Also
indicate the size and status of your company based on SIC Code 3699
(Size standard 750 employees). Responses should be submitted to the
Contract Specialist at the address stated above no later than 15 Dec
