2838, RFP will request proposals for private sector development and
management of the 173-acre (more or less) Navy-owned waterfront site
located at the 4th View Street Exit of I-64 in the Ocean View area of
Norfolk, VA and known as the Willoughby Navy property. Some of the
potential land uses include hotel/conference center, marina, recreation
facilities, quality retail establishments, and compatible modern
residential structures. If an acceptable proposal is received, and
Congress approves the proposal, Navy may lease the site for long term,
on an ``as-is, where-is'' basis, and in consideration for the
developer providing the use of administrative space, residential
housing units, or other facilities. No appropriation or Navy
expenditure is available for the project. RFP will require a brief,
comprehensive development concept narrative; preliminary site plan with
architectural sketches; financial feasibility plan specifying
consideration to the Navy and fund sources; schedule for development;
and developer legal commitment requirements; all sufficient to enable
a determination whether it would be mutually advantageous to
