PRESOLICITATION NOTICE ONLY. A SOLICITATION NOTICE WILL BE PUBLISHED
BEFORE SOLICITATIONS ARE ISSUED. The work shall comply with Mayport
Station Base Exterior and Architectural Plan (BEAP), and CINCLANTFLT
Installations of Excellence Program. It includes, but is not limited
to, design (including site investigation and soil borings) and
construction of the following: slab, foundation, and pre-engineered
building to be used for a waste transfer station. It shall be
one-story, approximately 5,600 square feet with an eave height of 30'.
The building shall consist of three bays - two shall be 20' x 80' and
the other 25' x 80', and also include a 144 square feet office, a 144
square feet storage room, and a toilet room for three-four users. The
offer shall also include an additional 20' x 80' bay. The building
design shall allow for future expansion with a footprint of 155' x 80'.
Provide 12'' thick push walls to allow a front-end loader to push
refuse against the wall for loading, to be 12'' high and approximately
100' in length. Provide 2' high reinforced concrete walls in all
remaining walls. The exterior walls above the concrete shall be
pre-engineered metal siding. Provide overhead doors; one 16' x 18' high
and one 20' wide x 18' high. Provide trench drains at the door and
settling tanks to collect the water used in daily wash downs; these to
comply with all environmental regulations regarding the settling tanks
and their ultimate disposal. The floor slab shall accommodate an 80,000
pound capacity 48' trailer bed and truck, a front-end loader, and 500
cy/75 ton waste storage to occupy an area of approximately 2100 square
feet. Floor shall be sloped to the trench drains. Provide for wash
down of the floor. Provide tie-in to sanitary sewer. Provide
landscaping. All responsible sources may submit a proposal which shall
be considered by the agency. The contractor will be selected by
informal competitive negotiation. The offers will be evaluated on price
and other non-price (technical/management) related criteria. Price and
technical/management factors are equal in value. Award may be made
from initial proposals. Offers will be due approximately 28 December
