proposed contractual action is for supplies which cannot be procured
through full and open competition because the authority cited states
only one responsible source and no other supplies or services will
satisfy the Agency requirements, FAR 6.302-1. Firms that recognize and
can produce the required item described above are encouraged to
identify themselves to the contracting officer, and provide supporting
evidence which will permit their participation in the current or
future requirement. All responsible sources may submit an offer which
