A -- VALIDATION OF COUPLED CODES FOR UNDERWATER EXPLOSION APPLICATIONS SOL DNA001-96-R-0008 DUE 122295 POC Thomas L. This procurement is in accordance with DFARS Subpart 235.70, Research and Development Streamlined Contracting Procedures. Offerors are advised that a conventional solicitation will NOT be issued but that the solicitation will appear in a subsequent edition of the Commerce Business Daily (CBD). The Defense Nuclear Agency (DNA) recently embarked on the development of advanced numerical tools to simulate the response of underwater structures to conventional underwater explosions (UNDEX). Underwater nuclear solutions traditionally use two-dimensional boundary elements to accurately describe the shock wave interaction between the structure and surrounding fluid. For the purposes of this procurement, a ''closely couple'' code refers to computational software which can simulate a complex fluid environment (including shock and bubble phases) and associated structural response in one calculation. The capability for such codes to simulate complex problems in two and three dimensions is relatively new and largely untested for accuracy in many underwater explosion applications. The primary objective of this task is to verify and validate (V&V) advanced, closely coupled codes for UNDEX applications. Verification may be defined as successfully checking that a software code implements the theory as the developer intended. Validation may be defined as successfully checking that computer models, including specified geometry, material properties, initial conditions and boundary conditions, when processed on a verified softare code, represent what we would expect to occur in reality. All contractor personnel will require a DoD security clearance of Confidential. Offerors must provide mailing address information to the contract negotiator in order to be included on the mailing list in case any supplemental package and/or amendments are issued to the solicitation.
